MINUTES PUBLIC HEARING 21 MARCH, 2023

CITY OF GASSVILLE, ARKANSAS
MINUTES FOR PUBLIC HEARING ON CDBG FUNDING USED
IN SEWER SYSTEM EXPANSION PROJECT
MARCH 21, 2023       

     The City Council of the City of Gassville, Arkansas conducted a special called public hearing on Tuesday, March 21, 2023 pursuant to prior public notice being duly given.  The purpose of the public hearing was to allow public comments concerning Community Development Block Grant (CDBG) funding that had been utilized on the sewer system expansion project on the East side of Gassville.

     The public hearing was called to order at 6:00 PM by Mayor Jeff Braim, Presiding Officer.  Council Members in attendance were Tim McFarland, Anita Seaman, and Naomi Lassen.  Recorder-Treasurer Jeff Lewis also attended.  Although a quorum of the City Council members was not present, the public hearing was conducted anyway.

     A complete sign-in roster of all persons who were in attendance is attached hereto and incorporated herein by reference. 

     Mayor Braim gave a brief opening statement and introduced Ms. Catherine Baker with the Northwest Arkansas Economic Development District.  Ms. Baker served as the Grant Administrator for state funds for this project.  Ms. Baker stated she would be glad to answer any questions that those in attendance might have.  She also indicated that the City of Gassville is eligible to apply again for the same type of funding if other projects should arise. 

     Mike Wood posed a question to the Mayor concerning easement right-of-way widths on his property.  There were no other questions asked.

     The Mayor stated that USDA is still withholding final payment to the contractor pending the final checklist completion for the project. 

     The public hearing was then adjourned at 6:08 PM.
